Webb M. Oungst & Cy Perkins are an alias for Mrs. John Stark, wife (and tax evader) of a ragtime publisher. That same year it was used as a campaign song for Champ Clark, chairman of the House of Representatives in his failed attempt to become the Democratic presidential nominee (challenging Woodrow Wilson). That campagne song was credited to James Bland, who'd written Carry Me Back To Old Virginny and who'd died the year before.
